Tennessee does not provide either the initiative or referendum at the state level. At the local level, initiatives are allowed in Chattanooga, Jackson, and Knoxville. Occasionally, legislative measures appear on the ballot. Among the most controversial was a 2002 proposition by which the voters created a state lottery. |
