Georgia requires popular approval for constitutional amendments proposed by the legislature, but does not allow statewide initiatives or referendums. Over 60 amendments have been adopted by legislative referendum since the constitution was adopted in 1983. At the local level, all home rule cities are required to allow citizens to propose and approve ordinances and charter amendments by initiative.
